However, studies from the year 2000 based in Portugal showed that’s not the case. Looking at the study, about 1% of the population in Portugal was addicted to heroin alone. Most of those who were heroin abusers were incarcerated or shamed and isolated from their society. A new approach was adapted by a Dr. João Goulão who sought to decriminalize all drugs and use the money that was used to punish these abusers for a greater cause, socializing them. By creating jobs for those who are addicted to drugs and alcohol, giving them reasons to get up in the morning, and overall equal treatment, the percentage of those who were addicted dropped 50% within 15 years.
